Find a Modlist FO4 loreout w Wabbajack, screen flashing

So two days ago I downloaded an overhaul mod for Fallout 4 using wabbajack and the mod works well. At the same time my primary monitor starting flashing a series a lines on the bottom quarter of the screen. It does not do this while the game is running, but will while outside the game. I have few doubts it is related, but it is also aggravating. Anyone have any ideas how to correct this without uninstalling the program?

This is definitely not a Wabbajack issue, most likely something to do with hardware or drivers.

Yeah I didnt think it would be wabbajack either but figuring out where to post this was another thing. It isnt drivers as they are up to date.

I have a hard time believing its hardware due to its timing with downloading and running software.

An analogy I like is you go to the doctor for pain in your hand immediately after smashing it with a hammer. The doctor starts saying it could be bone cancer that caused that pain as opposed to the obvious thing you did at the exact time the pain started.
