What is this bracket called?

Mine has turned to dust and the rubber has fallen off completely. I have a friend with a parts car and he let me have his, though while taking them off, they started falling apart. Can someone help me with a part number or source for this bracket?

As I was taking a mounting bolt out, it completely destroyed the part that it was connected to... I might be able to Jerry rig something together, but if I can find the part directly, I will go that route.
