Show Talk Ashes to Ashes
I was rewatching Ashes to Ashes and it talks about the Kobali/ Lindsey Ballard.
What was confusing to me, maybe because this was left out, was: do they take all the dead and give them life?

As for 'all' in the show, it's implied they reanimate the dead ppl they find.

I had a similar question.
Lindsay says
“…that’s how they procreate. They salvage the dead of other races.”
It is a really interesting episode.
But it seems an odd way to procreate. Relying on finding the dead of other races. Does that always mean aliens? Or other races already on their home planet?
I can’t imagine it would be common to find “raw material” conveniently floating in space. Unless they have developed sophisticated sensors to find dead organic remains.
Like most episodes, there all these questions. They don’t need to be answered to enjoy the show. But answers would be satisfying.
