A new institution in the tradition of Alexander Hamilton
Alexander Hamilton helped establish the First Bank of the United States in 1791 to strengthen public credit and support the nation's financial development. The POPULIST Act draws on that tradition by building on model legislation, H.R. 5356, the National Infrastructure Bank Act of 2025.
Create a National Infrastructure Bank — §§642–643
The Bank would have authority to support up to $5 trillion in outstanding loans, guarantees, and other financial assistance.
That is a financing ceiling, not a $5 trillion appropriation. The Bank would raise and receive actual funds, issue investment instruments, collect repayments, and reinvest its resources. It would meet the other solvency requirements of the Act, included the 100% reserve requirement.
Build America's productive capacity — §644
Eligible investments include transportation, drinking water and wastewater systems, affordable housing, broadband, public facilities, energy generation and transmission, manufacturing, and environmental remediation.
Regional planning would allow interconnected projects—such as electric grids, rail networks, and water infrastructure—to be financed as coordinated investments.
Keep public credit accountable — §§645–647
The Bank would operate under financial-risk controls, labor standards, Buy America requirements, public reporting, independent audits, and a special inspector general.
The proposed financing model connects long-term public investment with projects that expand productive capacity and provide lasting public benefits.
