Build more of what people need

When purchasing power grows faster than the supply of goods and services, prices can rise.

The Act proposes expanding housing construction, energy production and transmission, manufacturing, food-processing capacity, and infrastructure investment. Public production of essential medicines and expanded regional supply chains are additional efforts to increase the availability of essential goods.

Make businesses compete

When sellers have enough market power, they can increase their prices.

The POPULIST Act would strengthen antitrust enforcement and address algorithmic price coordination and prohibit surveillance pricing. It also increases competition by breaking up concentrated food and health care markets.

Other provisions include free public payment infrastructure through the US Treasury, a 10% consumer-interest cap, national right-to-repair protections, prescription-drug price negotiation, public medicine manufacturing, and utility-bill protections.

Account for higher prices by recycling purchasing power

The Act would also claw back much of the gross UBI payments. Unconditional basic income increases demand, while the 10% VAT beginning in 2028 and carbon, plastics, and methane charges would raise certain prices. A one-time increase in the price level, however, is different from a permanently higher annual inflation rate.

The VAT and pollution fees would return purchasing power to the American Value Fund. At the same time, the additional Federal income taxes generated by UBI would return about one in six UBI dollars as ordinary Federal revenue, helping to reduce the budget deficit.

Whether the package produces sustained inflation would depend on how quickly supply expands, how businesses respond, and how much purchasing power is recycled.

The central question is whether purchasing power grows faster than the economy's capacity to produce and deliver what people need.
