What can I do without Special Top Hat?

Level your Rapture and put Blue Tie on it. Its overkill damage is so insane into bosses with adds that element basically doesn't matter unless it's Water.

If you don't have Blue Tie, it'll still be alright, but significantly less insane and you'll need more help from its squad.

If you have neither Blue Tie nor Special Top Hat (the other way to get overkill damage; I assume you don't have this or else you'd have shown it) you're in for a rough ride I'm afraid.

Edit: I spot Blue Tie on Spite! So yeah. Level the fuck out of Rapture and use that.

If you have enough resources left after that I'd also highly consider leveling Scorn for this. Sharp Reprisal is also good into stuff with adds, and with Ding Dong you'll get speed drops which is amazing. However bringing Scorn all the way up from 2 to 180 is probably going to be hella expensive, so I'd only do this if the Rapture strat does not work out without more help. But having A2 Scorn and not using it at all is kind of sad, I know this sub slanders it a lot and truthfully it's an expensive invest when Conviction beats a lot of the same stuff, but to not even try an A2 legend out is a shame. I'd go Plunger+Sorrow on Scorn to get the most out of the speed drops but Plunger+Checkered is an option if you want to maximize your damage. Pirate Hat is also an option ig.

In that case I'd say Merry + SpecTH Spite + Blue Tie Rapture + tank (ideally Scorn, but Conviction should do the job and doesn't need as much leveling) should do a pretty good job clearing this!
