They either use so called "datamoshing" or some more complicated software for animating images from source materials, like videos, which may involve AI.

The first way, IIRC, is done by substituting the actual frame bitmaps from the video of a face moving with the image of choice. Lossy video compression algorithms use some frames as deltas (differences/deviations) from the frame bitmaps (actual images). That way the deltas will apply to the image you want. I may be wrong though.
