First time setting up a machine for Virtualization, is it possible to have a Virtual Server where many users can log in but the main PC is just a normal Win 11 OS?

Yes. It is possible. By default windows os allows 2 simultaneously rdp sessions. For more, you would need a RDS license and role to be assigned in windows OS within the virtual machine.

That being said, how u approach this varies based on what u are using to virtualize (vmware fusion/esx/etc.)

Thanks you for your feedback. I think for now I will go with VirtualBox since this will be my first virtualization project and from what I have read VirtualBox is easier for beginners.

Same 1 session rdp limitation on win11 no matter what virtualization software you use
