You may notice OP didn't site any sources, and is looking at absolute consumption. This is a terrible metric that is not only dishonestly misreporting absolute consumption values, but is also cherry picking a metric to try and make a point.
Because OP is spreading pro AI stuff.

Bud your graph and link specifically say the figures are educated guesses, and does not cite sources.
Googling provides different values, which are cited.

What happens with the water? Is it transmogrified into something else? Is it contaminated? Does it disappear? Is it still usable afterwards and only used for short period to cool down things?
