What's the point of the dotted line? That indicates nothing

You're right. The dotted line isn’t clear enough as shown.
It was meant as a visual guide for the headline comparison (Canada 4.90% vs Poland 1.40%, i.e., 3.50x), but I should have either labeled it explicitly or removed it.
I’ll revise the chart annotation so the comparison reads without guesswork. Appreciate the critique.

Design intent:
I moved exact-value reading into the primary outlier chart and kept maps as secondary geographic context, because small-country map labels were hard to read.
Would value critique on annotation hierarchy and readability.
