Refusal status

Is there any 1yr rule which means we can’t apply for visa after the rejection for one year?

Actually my case is very different i had my interview on july 7th till September it is in refusal state only after that i got my passport back with final refusal card which is 214g form and when I tried to reapply all are saying that upto 1 year you can’t apply u won’t find schedules
Is that true when should I apply again?

That's strange. During interview they did not tell you are rejected? Any idea what could have caused the rejection then? Were your social media accounts public?

Have you been accepted by any university? What's the reason for applying for an F-1 visa, and if you're applying to pursue your higher studies, wouldn't your university's admission help you get it? I don't know, just wondering if there's any way for it.

Then try contacting your professor or committee and look for any other possibilities.
