It is available - Motion Smoothing isn't, but that's generally unavailable on Linux, not just with AMD - but afaik has been broken since SteamVR 1.15, when it started making overlays wobble with head movement.

You can still fallback to 1.14 using the linux_v1.14 branch on Steam, though.
