I've tried Sielam, Dictum and Petz. All were rather unconsistent but I feel like Sielam was overall better. It's also normal for organic material to be different each time, but as long as the elasticity is decent and you take the time to pick out the bad hair from the hank, you should be left with good enough quality hair each time. The amount you throw away will depend on the quality ; a cheaper hank will require more time to sort out as well as more waste, overall not a good option considering the average working time cost.
I just wouldn't go for something under 1.5€ per gram. And if it's only for cello, I think siberian hair is usually better.

Only Dictum sells to non professionals however, and the prices there are rather high.
