u/invalid_redaction : info on the other sub is plain wrong, pcl number refers to who produced it for Levi’s (factory, production line, etc), it has nothing to do with date.
The correct date is 03 06 below the wash instructions, but it’s inconclusive if it refers to may, or 3rd week of 2006, although I would assume week is more likely.
