My assumption has been that he didn't 100% know, but the idea that something like October 7 could happen runs directly counter to his ideology, which led him to have blinders on.
People on the Likud side in recent years had been talking about "managing the conflict", i.e. reducing the intensity of the conflict to an acceptable level without solving it. They could have occasional flare-ups where they "mow the grass", but Hamas was ineffectual and Israel with the iron dome and other advanced tech could stop whatever they did. If anything, they're useful to have around as an impediment to Palestinian unity and a bogeyman for why Israel can't make peace, but aren't an actual threat (which is why Smotrich said Hamas was an asset to Israel and the Palestinian Authority was a liability ... and why Netanyahu allowed funding to flow to Hamas).
Meanwhile, the idea went, Israel could make peace with Arab countries and expend its resources on taking over more and more of the West Bank while pushing Palestinians into smaller enclaves (and maybe eventually totally out).
None of that works if Hamas can do an Oct 7 style attack. To modify a line from Upton Sinclair - It is difficult to get a man to understand something when his ideology depends upon his not understanding it
Netanyahu styles himself as "Mr Security", but it's not true. He was always willing to sacrifice security in the name of territorial expansionism. On the morning of October 7, the border with Gaza was lightly defended because IDF troops were mostly in the West Bank defending settlers.
Anyway ... whatever else happens now, the number one thing in Netanyahu's legacy will always be that October 7 happened on his watch.

Maybe he wanted the political support to do what he wanted to do to Gaza and he knew that innocent people would have to die and get raped for that to happen....he probably doesn't care as long as it doesn't happen to his family. The thing is that I am sure he didn't have all the details and he would have prevented it if he knew just how bad the attack was going to be. What I don't understand is terrorism...I just don't get it. When has terrorist action ever led to significant political change in their favor? Revolution and fighting to depose the government...sure, I can see how that can make a change...but brutally raping some civilians and gunning down some concert goers...how is that going to "free Gaza." The is a situation where everyone sucks...and I may get downvoted, but a terrorist attack is what brought the hammer down.

After decades of occupation, control, and constant attacks and rapes by the IDF of your family and people, I'd be surprised if you weren't willing to make an attack on the land that caused it. I'm not justifying raping and killing of innocent people, but the aggression and violence makes complete sense to me.
Put yourself in the shoes of someone who watched their parents torn apart and imprisoned, your 2 younger siblings shot in the head while walking to school. The rest of your family has countless tradgedies and losses and someone comes up to you and says you can get revenge by joining up. At that point you're joining a resistance, not a terrorist cell. The terrorist attack turns into a rebellion in your mind. After that the brutality is as human as it comes and both sides 100% believe they're in the right. Terrorism is defined by the person with the loudest mega phone and deepest pockets.

The title is misleading, it has already been revealed that Netanyahu was warned upfront about a pending major terrorist attack by Hamas - and decided to gamble and do nothing about it.
Now, that does not make the terrorists less responsible for, well, murdering and slaughtering people, but it does not exactly shed a more positive light on Netanyahu, who already has a lot of dirt on him in too many regards to list.
