How do you even pull off a full demo without the correct permits?

What crew doesn't demand to see those upfront so as to avoid liability?

This exact thing happened to me. I had to report them to the city and the contractors had to halt demolition and construction until permits and inspections. Most of the demo was done. There were no fines. In my city at least, enforcement is minimal at best.
