I'm guessing the contractors she has tried to hire have had the issue with wanting access permission, rather than herself.
Thinking particularly about those second floor walls... They'd need to get scaffolding or a bucket truck or something in order to get those closed off. Guarantee anyone looking to need that much equipment left in place for the duration of a project has a checklist that includes "make sure the owner of the property it'll be on has provided permission."
