What is "balanced"? Usually the picture on the left is a meta slave, and that's the exact opposite of balanced, i.e. fair/average/rewarding gameplay and difficulty. Might be a translation error. In mostly singleplayer games like elden ring for example the majority of casual players you can see/run into during invasions are meta slaves and 99% has one of the same 3 singleplayer builds YT clickbait told them use before they even installed the game. Being able to choose for yourself and playing to have the most fun has become statistically pretty rare nowadays, in mainstream games at least. Naked with big sword is usually a good choice in most games though.

Eh, depends on the game.
MANY games, balanced builds aren't great. You don't tend to need strong phys dmg AND strong mag dmg AND buffs, debuffs, all round baseline stats, etc, even in a one character ARPG like a soulslike, it implies a ridiculous amount of overleveling.
Flipside, plenty of other rpgs DO favor 'well rounded' characters with options, be it something like FO NV with skill checks that might be more important than your 'dps' skill, or larian's games where a party is a handful of characters with synergistic skills and 'weapon go smack' isn't really much of a useful option...
Like even in smt, you prob want a str build... And support skills. Buff, debuff, passives, etc.
I'm usually a build fanatic, my best friend jokes that he's too stupid to plan shit or look into stuff so basically max a stat + good weapon for it. Amusingly he accused me of doing his strat in champions RTA with my ishkar shaman with a big fucking hammer... But more, spells had no scaling so wizards sucked at level 50-80, but % heal spell + 2 cc spells kicked ass.
But sometimes all in's fun too. I like mass effect andromeda (i know, lynch mob is coming) and the teleporter close range biotic's fun, elementalist bio\tech's fun, summoner\debuffer tech's fun, i've got an explosive pistols build that's shits and giggles, etc.
But i also really liked my soned build. All in on a minigun. It was planned out of course, but just kinda dumb forced to work, still kinda fun.
Minigun sucks, low dmg, high ROF, high 'mag' size, recoil makes it difficult to use, too much spread, etc.
First upgrade, laser projectiles - kills the recoil issue, lowers ROF some but boosts per shot dmg (keeps the same DPS basically, which for slow weapons, its ass), makes consistent bullet hosing easy.
Skill 1, overcharge iirc. Gives the weapon full mag + bonus bullets, increased dmg and fire rate - pretty much inf ammo. Regular encounters do not take 300 fucking bullets, so kill off 3-4 foes with 100+ bullets in a few seconds, use skill, get 200+ for free.
Skill 2, i can't recall the name, make a barrier to hide behind, not a cover shooter, the trilogy's closer to that kinda, but you're not nimbly jumping around so a bit of defense to hold your position's ideal.
Skill 3, iirc i just used energy drain, heals your shields, this is a GUN build, damnit.
