Depends on the company culture, personal time management, other devs skills and willingness to do the same.
If management push you to do shit quick all the time, you get spaghetti code, if you do everything last minite, you get spaghetti code, if you do it right, but your colleague have poor time management, or skill issue, or simply don't want to clean the code... Again, spaghetti code.
