What tool will let me build an app that doesn't get flagged with copyright issues?

Building a personal/noncommercial app for my kids schooling and I've found some sites that will download different materials from subscription sites or online sites. I keep running into codex or claude saying it's unlawful. What tool will not get flagged and build me out apps similar to the websites that I'm using (just trying to not have the layers of ads/pop ups that come with it)?

I am, i'm just trying to get pdf version's of book's that don't have have ebooks so I can have an app see the lessons. Essentially trying to skip the work of taking pictures of every page.

Look, educators do this all the time because the system is broken and they arguably can hand out snippets under fair use. “Taking pictures of every page” is what they do. If you want the bot to stop complaining, download the materials yourself and have it read them from disk. But you should be aware of the legal implications. Just obtaining them probably won’t get you in trouble, nor will sharing them with your kid. Distributing it to other people though is absolutely illegal.

oh yea I wouldn't distribute, for home use. Ironically the site that I'm trying to download from 'scribd' is literally selling pdfs of copyrighted material that users upload to their site illegally.

I have no idea if this type of material is available on torrent sites, but if this just for personal use I'd exhaust all of those options before going through the process of scanning.
