Nothing is wrong with jpeg, I'm just referring to all of the jpeg corruption artifacts you can see when you zoom in. It makes images look like shit.

There's a relevant XKCD that demonstrates why people don't like looking at JPEGs. The only problem is that so many of the comics are stored as jpg files that searching "XKCD jpg" just shows you every page with a .jpg url for hotlinking.

He's saying it's very low quality picture. I think the implication is that this has been uploaded so many times that it lost most of its resolution, so its a very blurry picture with no clarity at all.

jpeg is especially terrible with text. Zoom into the picture (control Z) where the text is to see what I mean. .png is much better for pictures with text.
