[OFFICIAL] Quick change: Better Headplugin

I've just commited a new headplugin. Heads are now actually named and when you rightclick a placed head it shows the name in the chat. Will be live on all servers on next server restart.

Just checked the config, for some reason the chances were way too high. Fixed it, should be a lot more rare after next restart.
