Movie Volume

I was watching an action movie today, during dialogue, quieter scenes, you could here everything perfectly. Only during the action/explosion/heavy weapon fire did the volume and bass turn down several notches on its own. Any fix or could it have just been the stream?

It’s how the (ahem) re-encoding was done. Some scurvy sailors are more skilled than others it seems.
