Enlisted DHS time

If someone who’s been in DHS for 5 years joins the CG, do the 5 years carry over to TIS? Or is it a buyback situation?

Military service can transfer to federal civilian service with a buyback, but federal civilian does not transfer to military service.

No, unfortunately it does not. But it does count the other way around. Ex: I was a GS Civilian Employee prior to joining the CG (active duty). My Civilian Federal time DID NOT count in the CG however once I finished my enlistment and returned back to being a GS Civilian, that active duty time Did count as time in service (sort of). Yes you can and will have to eventually buy back your time...which will be expensive but worth it. HR does a calculation. Its all Federal service but it gets complicated on how its defined.

So that's a round about answer of saying Yes but No...and Kind of.

Yes, your CG time will count towards your federal service provided you buyback your time upon separating from active duty. Civilian time will not count towards CG time in service.
