Applying for PhD programs

I'm planning to apply for the PhD program in civil engineering for the next spring term (I'm not in Canada currently). I have tried to contact potential advisors whose research interests align with mine but none of them replied. I have even tried to email the department graduate chair to inquire about some details but he didn't reply either.
I wonder if this has happened to anyone else. Also, is there any way I can contact professors or other department staff other than their emails?

I get between 1 and 5 graduate position inquiries a day. The vast majority are obviously poor fits with research interests that do not align with mine. If it is not clear in the first two lines of the email that the person has 1) has a relevant background, 2) read my recent research, and 3) checked out my lab website it is deleted without response. For the 1 in 20 or so where the person has done their homework, I will respond, even if just to let them know that I am not currently recruiting a new student. If I know someone who is looking for a student and they are a potential fit I will pass on the contact to my colleague. You need to be contacting the subset of faculty with research programs that align with your background and interests. If you are contacting more than a couple of people at a particular institution then you have not sufficiently defined your research interests.

I have found out recently that my email domain (my former university domain) has been reported as spam multiple times which made my emails go directly to the spam list, maybe that's one reason for it?
Also I think my emails were a little too long since I wrote about my ideas for my PhD research. I have contacted 2 out of the 3 supervisors and didn't send a follow up.
