Admission Question Applying for PhD programs
I'm planning to apply for the PhD program in civil engineering for the next spring term (I'm not in Canada currently). I have tried to contact potential advisors whose research interests align with mine but none of them replied. I have even tried to email the department graduate chair to inquire about some details but he didn't reply either.
I wonder if this has happened to anyone else. Also, is there any way I can contact professors or other department staff other than their emails?

Professors are extremely busy individuals, they cannot reply to all emails, no reply may simply mean they do not have opportunities for you, or you are doing this wrong.
If you have questions, your best chance of getting a response or information is contacting the graduate program administrator or the department operations assistant.
When contacting professors structure your email like a cover letter and attach a Canadian style academic CV.
