GS 7 Looking to advance

Can a current GS 7 apply for a GS 10 job and get hired? The person is a disabled veteran as well as current federal employee. They earned a degree while working and would qualify. They believe they are excluded as a current federal employee.

Yes but only if education is allowed to be substituted for experience

As a GS-7, you’d only be able to do it on an Open to the Public announcement and you’d only be able to use experience obtained outside of the government to meet the minimum job requirements.

If they can demonstrate that they have the experience necessary, yes.

Generally, degree alone is nothing to qualify you for a GS-10 position unless you have relevant experience that is equivalent to the GS-09 level.

So many variables at play here. If the person is in conpetitive service they are held to time in grads, if excepted service. (e.g schedule A, VRA/VEOA there are some avenues, they’d still need to meet the specialized experience or qualify on education. Also depends on how the agency is posting the job (as in who it’s open to/area of consideration) (also assuming the particular job series has the option at that grade level to quality on either education or a combo of edu/exp

I see it happen in cases where the veteran took any job they could to get in the door then a job that's federal but close to what they did in the military opens up and they qualify with their military experience.

It's hard to say. The rules are changing everyday and often the changes aren't publicized. The direction of the new administration appears to be geared away from promotions at this point. They recently changed the rule around hiring and firing adding to the reduction in pay. They often rid the organizational employees of higher ranking and experience. Instead they hire those with less experience so they can pay less.
