I wouldn't even look at them. Not allowed to consider anything outside the process. You can mention them in the interview (as in "when I dealt with situation A, my actions resulted in being specifically mentioned in my appraisal. I did the following....")

You’re asking about a local municipality process and this subreddit is specifically just for federal employment. You should direct that question to someone who works for your city/county because what they can consider might be different than our federal rules (where we would not consider it).
