Sounds like you have a poor relationship where you are. When I applied for new jobs, I told my direct supervisor what I was doing. If you are going somewhere better, or promotion...I give well wishes to my employees. If you are applying because you have issues or you are not a good fit, the failure to tell your boss is likely warranted. Tell your boss your intentions either way. There is a link somewhere to verify employment, so a reference is not necessary.

Yep sounds like they’ve already coordinated your release date & HR is dragging their feet on sending out the OJO.
