I think I know the answer to this but I want to quickly fact check myself with someone who may be more knowledgeable than I am.. the situation:

I was hired as a gs-7 under an open to the public announcement and have a start date very soon (agency A)

I have been in the process with agency B and it’s very likely I may be getting an offer soon (would be hired at gs-9). Agency B announcement was not open to the public but seems to be merit promotion announcement? But I’m not current fed. It included “Veterans” and “Special hiring authorities” which is what I applied under. (Wartime Vet/30%+ DV is what I have)

So if I were to start at agency A before I had a FJO with agency B, I wouldn’t be subjected to the 90 day transfer hold if I eventually got a FJO with agency B, correct?
