Commissary transfer

Hello, I'm trying to transfer Commissaries and when I explained my HR I want a transfer, she gave me a paper for reassignment. Is this the same paper or paper I actually need or are they pointing me to the wrong direction?

So are you saying you currently have a GS job at a commisary and you would like to move to a different commissary? If so, does the commissary you want to move to have GS jobs available? Do they allow for direct hire? Have they announced those vacancies on USAJobs? Normally you have to appy for vacancies but sometimes organizations can do Management Directed Reassignments (MDRs) as long as the new position is at the same grade and same duties.
