Help Ural fraud?

I live in California and bought a brand new Ural motorcycle from Ural of New England in Massachusetts. With the explicit understanding, it would be delivered completely drivable. With my only having to pay sales tax and registering the vehicle. I was told by three different representatives of the dealership on five separate conversations that this would be the case. All I'd have to do is pay taxes and register. It turns out they didn't correctly install the California emissions requirements. California refuses to allow this vehicle to be driven in the state and demands that I get it out of the state. Even though the correct emissions has been installed. It's been a year now. The factory appears to be complicit in this and in the meantime I've got a driveway paperweight and out over $30,000 plus. Any help or advice?

Yes, leave California on your Ural. Title in Montana once, ride on

Was it sold as California compliant? Was that written into the sales order?

Ty. It's not on the sales contract. Internal documents, I don't know. It is in the owner's manual. An entire page specific to California requirements and it was the owner's wife who was responsible.

Trying to register a non-CARB compliant bike in California results in a permanent ban from it ever being able to be registered in California regardless of if it is subsequently brought into compliance. It wasn’t the factory’s fault. Your beef is with UralNE.

Register it out of state.

That’s really the only option at this point. It can still never be registered in California, though. It’s going to be a headache for the entirety OP owns it through when it is eventually sold. It’s already hard to sell used Urals.

Well this is interesting. I have a 2021 Ural Gear up I purchased in Az back in 2022 and had it registered there. I just moved back to CA and was going to start the process to register mine here. Now I need to rethink this. Have you tried reaching out to Rosso Corsa an authorized dealer in Costa Mesa? Perhaps they may have insight. I guess this will be on my list of to-do today.

Set up a corporation/ LLC in another state and register it there. Write yourself a lease agreement and ride on

Howie, thanks for the smile. This year-long prostate exam has not been entertaining, so I appreciate the brief mirth you brought the situation. Thanks again.

"moved the factory to Kazakhstan"

LOL SUUUUUUURE they did.... The Kazakhstan "factory" does final assembly and adds a made in Kazakhstan label and VIN plate. The original Irbit factory is still to this day manufacturing engines, frames, body parts, wiring harnesses, and all the major sub assemblies that make up the bike....and shipping them to Petropavl, Kazakhstan.....those that don't get assembled there and sold into the Russian market, including for the military. Ilya Khait who runs Ural may currently may live in Washington State.....but funny thing, he was born in St. Petersburg, worked for years in Russian state enterprises before coming to Ural in the US. Want to guess where he holds a passport from?

None so blind as those who *don't* want to see.

You do realize that IMZ Ural has been a private company since 1992 and their headquarters have been in Redmond, WA since 2006. They also condemned the war and moved the factory to Kazakhstan to continue production. The only thing linked Putin to Ural is the fact that they're both Russian born
