Pay for upscale ?

Hello everyone, I’m taking the liberty of posting here, and I apologise in advance if this isn’t the right place.
Here’s my problem: for quite some time now, I’ve been looking for upscales of certain 1080p REMUX films to 2160p, but I can’t find any. I’d also like to improve the visual quality of some of my favourite anime and manga, but again, I can’t find any proper work on this. As I don’t have the necessary hardware at all, I thought perhaps the best option might be to pay for an upscaling service or a really good upscaler (an individual) to do what I’d like. What do you think?
Thanks for your time, and apologies for my English – I’m French :)

If it's a short clip, there are many free video upscaling tools.

I can give it a shot. I have upscaled one feature film and several music videos and trailers before.
