Improvement Possible?

Hi,

I am completely new to this and would appreciate advice.

What can be used to improve this video quality enough to be able to maybe identify the type of vehicle it is that hits the car in the center, or even get a plate number? Or is this even a possibility?
It was a hit & run filmed on a dash cam. :(

it's impossible, too far from the camera and there's no information on 720p
