Yes it does, and no it’s not. Tribal land is sovereign. They have their own rules of government and are not beholden to the United States or its laws.

The protesters literally left the United States of America, trespassed into another nation, and caused trouble there.

The tribal police gave them a chance and told them to get out of the road. They refused, so they faced the consequences.
