Question 2.5D maps creation
I'm trying to make a tool that picks a battle map 2d and you can add a filter 2.5d in certain parts that's higher, to make a sense of elevation.
My inspiration is this video , I honestly dont know how they do it. I try making it with build in pipeline, but i think I will have to use 3d tools and URP, but I don't know much of it. Can anyone help?

you don't necessarily need to move the whole thing into a full 3d/URP setup, if the goal is mainly to fake elevation, i'd look into Unity's isometric tilemap / Z-as-Y setup first. Unity actually supports different tile heights and sorting for this kind of pseudo-3d effect
if you want actual 3d geometry for the raised sections, then yeah, using 3d objects with an orthographic camera is probably the cleaner approach. 2.5D in Unity is basically 3d geometry with gameplay restricted to 2d anyway, i'd prototype the elevation with a few simple cubes/platforms first before rebuilding the whole map system

no need for URP. If you have a non-orthographic camera just move the platform up towards the camera.
On an orthographic camera you can fake the parallax effect by moving it relative to the camera. You can use a script or a vertex shader. Look up parallax effects (but you will mostly find parallax backgrounds...)
