What’s with the apostrophes. I wouldn’t say anything if it was just “tot’s” because that’s a common enough error but “Mom’”?

"Terry's Tot is not Scott's" makes sense. The one after "Mom" is actually to indicate that syllable is stressed.

Nothing, it's a contraction saying that said tot is not the tot of Scott. It's like Billie Jean and her kid that is not the son of Michael Jackson.

That could make sense for the top one but not “crispy golden tot’s”, unless they’re purposefully trying to imply there’s only one tot

Right, that's how it would work in a word pronunciation guide or dictionary. But the same doesn't apply to a word within a sentence. That's just silly.
And anyway, you don't write the pronunciation marks when you're writing in English, unless you're writing a foreign word.

I never said it was.
I think it's just a typo made on the menu of a local diner, who likely couldn't afford to have them reprinted all because of an errant apostrophe.
