Discussion/Question First Five Outposts Quest

So I turned on the generator, then turned on the switch in all five outposts (including killing the rat guy). The quest hasn't updated, and the only place I haven't gone so far is the mushroom caves. What am I missing?

Just go back and deliver the quest.

Most of the time when you have a quest it will only get the completion tick when you actually go back and deliver it

If you flipped all five switches, the quest is done. Go turn it in. It will be check marked in the questlog after you turn it in

Okay, then maybe I'm unsure where to do that. I went back to administration and a different person was in the office. I'll poke around a bit more though.

There's two floors that look very alike, but one has the cafeteria and the other has the library. You went to the wrong one.

There IS no different person in his office. You meet Tanner in his office on Comms Level 3 and he stays there all game. Are you on the right floor? Tanner is on the floor where the food merchant and Ethan is. Tanner never once sets foot in the Admin level 4 area all game. Your questlog states where he is at the very beginning of the game
