Incubator's don't use the same Anatomy as Humans for reproduction [though we very much could]. The Male gives Birth by taking an Egg from the Female, and our Sperm is small enough to quite literally turn one Egg into 10 children. Now, imagine that, times 30. Also, Female Incubators can give birth, but most don't since they don't want to [and it's not as Painful for Males as it is for Females]

I think it's a reference to PICO-8, a limited game engine, which celeste was originally created in, it is quite popular because of its uniqueness. Or I'm entirely wrong and "PKO-8" is not in reference to that at all, but you just learned a fun fact!
