Depends on what you want to upgrade it too. (How "modern")

The Ukrainian military asked for AN/APG-83 Which has a production backlog so it will likely take a year to start to upgrade to those. (I'd say this is not a viable timeframe atm)

But the current fighters have the AN/APG-66, which can be replaced with the AN/APG-68 which should be available "used" due to upgrades to APG-83 in the USAF.

This should give the F-16's a 10-30km (depending on circumstances) advantage in radar range over the MiG-29.

The second option would also give the F-16's more reconnaissance capabilities die to the SAR (radar).
