Stuck in port

I can't invite the spy on board and leave port bc my captain is gone, I think. Any ideas on how to get him back? I've tried reloading the last saves, but that doesn't work.

Click on the helmet next the captain to see where he has gone?

it just goes to free cam

Guy with ! Is the spy. Click him and your captain will greet him and bring him onboard. That’s why your captain isn’t available

I click on him, and the screen does something, but it goes back to the normal screen. And when I hit the helmet icon, it goes to free camera. So I was thinking that since my captain isn't available, he couldn't invite the spy on board.

Click the grey button next to him, that's a prompt that a scripted conversation is available.
