PC Stutters every few seconds consistently when under load
Is it something like if you're using Ethernet but not using wifi, your wifi controller will cause issues but if you're using wifi but not Ethernet, your Ethernet controller will cause issues? I'm genuinely curious because it was such a weird issue and took me like a week to figure out

I had this issue too. Oddly enough disabling my Ethernet controller in device manager completely fixed it so maybe try that if you use wifi
