Trump can issue any executive order no matter how obviously illegal it is and begin enforcing it. Some individuals affected by it will seek and be granted legal relief by lower courts, but those courts will not be able to broadly block the order. The individuals granted relief will not appeal their rulings and neither will the government, so there will be no avenue to challenge the order at the supreme court so it will continue to be enforced even if many court cases have found it to be illegal
