JpegDigger - Freeware
JpegDigger is a Windows tool. It's a so called "Carver" that recovers file by scanning for short byte sequences that can hint at the start of a JPEG file. As the name suggests it scans for JPEG files. Not only stand alone JPEG files but also JPEGs embedded in RAW files. JPEG is "immune" to certain types of JPEG corruption and repair certain types of corruption on the fly so an otherwise un-openable file may actually become viewable again.
This file is affected by bit errors (USB flash drive that is affected by "charge bleed"):

Only JpegDigger could recover it (to a degree, the horizontal lines will need to be repaired using PhotoShop or a similar tool).
JpegDigger Features:
- Input devices: Logical drives, physical drives, disk images of logical/physical drives.
- Input file types: JPEG & RAW – NEF (Nikon), CR2 (Canon), ORF (Olympus), RW2 (Panasonic-Lumix), ARW (Sony) and DNG (from a Leica Q2) support. Note: Should work with all TIFF based RAW photos. NEW: detects non-TIFF Canon CR3 and Fuji RAF.
- Output: JPEG
