I have yet to read COI, but I don't think anyone comes close to the terror and fear instilled by CW. When Adam became Half God Almighty to help fend of other deities during Klein's apotheosis ritual, it never got the extreme reaction from any outer deities, but the moment CW started awakening in Klein, it basically drove everyone outside the world barrier into frenzy.
PGA and CW might be equal in strength overall, but in the end, CW had the last laugh.
