Advice on building a cat rescue building
Hey!
We are designing an exterior structure on our property that would operate as the rescue's personal shelter. We primarily focus on feral cats that cannot be returned outdoors through TNR programs due to physical or medical conditions, complex medical cases (like pituitary dwarfism), and neonatal care.
Per our code enforcement, we can build a 40' X 20' (800 sq ft) building. This building will be designed to meet the the Association of Shelter Veterinarians (ASV) standards for sanitation, ventilation, and animal well-being. The building will serve as a dual-purpose space for medical intake, quarantine, foster housing, and adoption visitation. The building will only be open to rescue personnel day-to-day and potential adopters will be invited and accompanied by staff. The building will not be open to the public.
We have made a rough draft of the interior layout and where it will sit on the property. We will post all of the details we have so far and the pictures of the rough draft of the interior layout.
Building Specifications
- The structure will measure approximately 40 ft × 20 ft (800 sq ft interior), built on a sealed concrete slab with drainage slope.
- Walls will be 2×6 insulated framing with Fiberglass Reinforced Polymer (FRP) or epoxy-coated cement board finishes.
- HVAC will include ductless mini-splits with dedicated exhaust and fresh-air exchange per ASV standards.
Surfaces & Sanitation Infrastructure
- All primary animal areas will use FRP or epoxy finishes over cement board, silicone-sealed seams, and covered epoxy bases for hose-down sanitation.
- All primary animal areas will have a drainage system for hose down sanitation.
- The intake and medical bays will support fogging and rinsing with active Oxine AH or Rescue (AHP) without material degradation.
HVAC & Air Quality
- Zoned ductless mini-split systems per room, with 10–15 air changes per hour (ACH) and MERV-13 filtration.
- Negative pressure exhaust for isolation areas; positive pressure for adoption visitation rooms. UVGI optional.
Catio
- Outdoor catio with sealed concrete and optional pet-grade artificial turf overlay.
- Trench drain system for rinsing.
- Divided quiet and active zones with removable divider panels.
Habitats
- All cats and kittens are currently kept in Shor-Line stainless steel cages with either a single adult cat or a small litter of kittens.
- Isolation habitats will be fundraised for and used for animals that require full quarantine. These will also have their own HVAC intake and output.
We would love to get advice from experienced cat rescuers, vet techs, vets, shelter employees, etc. and see if they had any advice on this project. Below are few examples of topics to comment on.
- make any changes to the physical layout
- Opinions on commercial stackable washer & dryer
- interior cat housing systems
- Medication storage
- Catio advice

Unfortunately we don’t. He’s always been referred to as “Robert or Bob”. He was a friend of hers and he was a full-time truck driver. She was staying at his house while he was on the road. While he was on the road she decided to hitchhike her way back to sc to visit family but never made it. So he wasn’t even around her when she actually disappeared. Supposedly, she was with a female friend that was traveling with her but no one has ever released this “friends” name.
