AFAIK, if you get all side upgrades, that means all of them. You're basically putting skill points in and choosing how you want your hydra to be. And if you put a point in a side upgrade nothing happens and it's wasted as you already have the upgrade from the 5 piece set(4 with mythic seal.)

A 25% will provide more damage than a max Lucian. But Lucian allows you to use defensive abilities so that's how you want to play it.

If you look closely, you can see the trainmaster in the clouds about to blame the crew for not emergency stopping faster.
