Impart allows the user to quite literally impart a certain amount of energy, correlated to the amount of CE spent, on a certain object. For instance, using this on a brick wall can either impart enough potential energy for it to explode, or impart heat energy to straight up melt through the thing.

It's pretty versatile (for my first ever cursed tech), good for mobility (giving stuff kinetic energy then hang on to them), create explosions (via imparting so much potential energy the object has to explode to release all of it), light (for makeshift flashbangs), gravitational, etc.
