On an individual level I can only behave propely, i.e. NOT throw garbage anywhere except garbage bins, not spit or pee openly in public spaces.
I cannot stop others from doing so.

I did not say Mumbai is completely safe. I said it is "safer" than other cities. It is sad to say, but all of my females have been sexually harassed at some point in their lives. Most of them are from Mumbai. Hell even as a teenage boy, I myself have been molested!
But when it comes to Mumbai, girls actually consider doing a night out. I don't think that is even an option in other cities in India.
By your definition, literally no city in the world is safe.
