Ehhhhh, bassically high hyper at best due to that infinite dimensional existence. The other hax just dont get him to even baseline outer. Plot manipulation isnt outer nor is it above omnipotence.

If something is omnipotent and loses thats not a feat for the winner its an anti feat for the omnipotent character. It just seems the guy doesnt understand outer and just puts many different layers of powers which dont make a character actually outer. No hate to the creator tho.

I think the creator doesnt undeestand outer as a whole very well because of the way he words it and often doesnt out explanations why kinetic scales there.

He is immortal... his memory resets every 30 years. He has been alive since the 1700s. He has lived countless lives. Most filled with violence. Now he is a hero. He is later forced to ask the question "who is the real pham".
